I'm excited to be gearing up for the next legislative session, which starts at the beginning of January.  With many new members on board and lots of issues to tackle, I can't wait to get to work. 

I'm honored to sit on the Board of the newly formed Tea Party Caucus.  This will be a great way to stay in touch with the Tea Party leaders from across the state during session and make sure that the people's voices are heard on the House floor.  You can read more about this in the press release included below.

Something else of note that happened this past week was that the Texas Supreme Court ruled on the Open Beach case.  I was happy to hear that they ruled in favor of landowners by stating that the state government cannot seize private property to create a public beach after a natural disaster moves the vegetation line.  As many of you know, this has been a battle that I have been fighting for over a year now, so it's good to have the court validate my continued efforts to support private property rights.

I will keep you posted on the events happening here at the Capitol as we prepare for session.  In the meantime, God bless you and God bless Texas.

The letter below, which was sent to members before the election, outlines where we stand and the challenges that lie ahead

The upcoming session will, perhaps, be the most challenging of all of our legislative careers.  You know the issues are staggering challenges but I feel the most important and perhaps, as yet under stated change, will be voter participation and observation.   Times are a'changin!

 

One significant change not recognized by many political pros was the demise of statewide daily distribution of metropolitan newspapers almost six years ago.  The days of the mainstream media as decisive in policy and politics are done.  Fox News has joined talk radio, in becoming the major public media for Texans and  both are challenged by Al Gore's invention, the internet.  

 

The most significant political movement in modern times, the TEA parties and fellow independent groups, have surpassed the size and scope of former political "uprisings" that include the voter revolts that took hold during the Carter and Clinton administrations resulting in Reagan's landslide and Newt Gingrich's "Contract with America."  All three will go down in history as encouraging reactions to liberal political progressive power grabs.  The differences this time include the depth of the progressives' grab, the numbers or size of the independent voter groups that are reacting, and lastly their ability to communicate by Gore's media.  

 

Thus we enter this year of historical legislative challenges with a voter base who is alerted, demanding, and like no other time in history both watching and connected (and frankly, very motivated and vocal!)!  It's a new world but it's a true conservative's dream.  A participating and activated voter base that has bypassed the liberal media and demanding the agenda on which we are organized: Conservative!

 

I have traveled over 7,000 miles since January across the state as TCC president sharing our history and goals.  This my report to you, members of now the third largest caucus in the state of Texas, the Texas Conservative Coalition.  We now have membership of over 75 legislators in both chambers and I predict several new friends after Election Day.  Under the shadow of the quote from history, "Together we stand, divided we fall," we enter this session as one of the most powerful groups in the history of the state who share a common political philosophy and legislative agenda.  

 

Our growth and the changes mentioned above are directly related.  The voters do NOT care who has a majority as a political party.  They are disgusted with both parties; however they are more angry with liberals (progressives) than the rest of us at the moment.  Republicans will benefit in this election, but unless they change their ways and perform with significant conservative legislative accomplishments, they too will be put to pasture.  That makes the Texas Conservative Coalition the podium from which to advance the voters' goals.

 

The political parties had better wise up. Historically, each believes it's only worthy goal is to win a majority of members in the legislature.  That is not what the Texas voters are demanding.  They are demanding that their politicians get serious about smaller government, states' rights, border security, significant fiscal efficiencies in all areas of government, and election integrity.  In other words, they have their agenda, are "connected" and will be watching and anxious to reward those who continue to ignore such at the next election.

 

At the dozens of town halls -- including the major three TCC  town halls in urban areas involving Governor Perry, Attorney General Greg Abbott, and Judge Andrew Napolitano --  Republican party clubs, Texas Federation of Republican Women meetings, GOPAC TX training meetings TEA party meetings that I have attended, our House leadership has been questioned.  Perhaps from the court ruling won with the former Republican Party Chairman as plaintiff and Kelly Shackelford as counsel, which now permits participation in the Speaker's race by grass roots groups, voters are now engaged in how we vote in the upcoming Speaker's election.    The Eyes of Texas are upon us!

 

A recently published study from  Rice University reveals the liberals accomplished more of their legislative goals during this most recent session than the last session controlled by the Democratic Party.  Believe me, our conservative base knows this.

 

As chairman of the Texas Republican Party's Platform Party this past summer, two significant things were added.  First the legislative agenda of specific demands for legislation was adopted and included the legislative agenda of our Texas Conservative Coalition.  We now enter the upcoming session with full official support of the Texas State Republican Party of our legislative agenda.  Secondly, the platform provides a legislative report be provided by the SREC to voters 120 days prior to the next primary, concerning how we as elected officials performed regarding their agenda.  Accountability is now a part of the party's agenda.

 

Our growth during these past few years from under thirty members to our current size came from active participation on the part of members and quality work of our staff in providing issue letters with member's signatures (which encouraged many legislators to join by request of their voters), the substantive and exciting town-halls mentioned above, our "Pledge with Texans" and our TCC scorecard which allows voters to have faith in our members by proven records of votes.  This accountability will now be expanded to more voters than ever through this report by the Texas Republican Party.  We have been honored by the addition of Governor Perry's and Comptroller Combs' signature and other statewide officials to our Pledge.  Add your name to the Pledge to identify yourself as a courageous conservative.

 

I can assure you that your TCC board and our fine staff are working for other great advancements for the purpose of giving you the most powerful tools with which to accomplish the conservative agenda your voters are demanding from each of us.  But after all the work and opportunities I have mentioned above, all will boil down to what we do.

 

In my years in the Legislature I have been told time and time again you just have to be patient and work "within the system."  "It's been done that way a hundred years and you just have to go along."  The truth is, we do not.  We can attain the goals given us by our voters if we stand together and demand action through a committed voting block.  Then we can confidently return to our districts and report to our constituents:  "mission accomplished."

 

Thank you again for the honor to serve as TCC president.  I hope you can see Texas Conservative Coalition as a benefit both to your office and your constituents in accomplishing the agenda Texans are demanding.

Rep. Christian Joins Board of Tea Party Caucus
New caucus will be very engaged during upcoming session

HOUSTON, TX - This week, State Rep. Wayne Christian (R-Center) joined with Senator Dan Patrick and other conservative legislators to create a Tea Party Caucus.  The Tea Party Caucus will be active throughout the session, meeting with conservative leaders from the Tea Party movement, discussing issues, and building support for important conservative legislation.

 

"The citizens of Texas have expressed their political beliefs like never before through the Tea Party movement.  They have played a big role in this year's elections, but I want to make sure that their views are expressed past election day," said Rep. Christian. "They want to hold their elected officials accountable to a conservative voting agenda, and I think that this caucus will be an effective way to do that."

 

Continued membership in the caucus will be based on performance in three areas: supporting key Tea Party issues; signing the Texas Conservative Coalition (TCC) Pledge with Texas; and keeping a conservative voting record that is in line with the TCC annual report card.

 

"Through the Legislative Tea Party Caucus, grassroots activists will maintain a connection with our elected representatives throughout their life cycle - before they are elected and as long as they are in office," said Julie Turner of the Texas Tea Party Patriots. "We will support them when their votes reflect our core values and challenge them when they stray."

 

Rep. Christian has joined the board of the new caucus and will be involved asking Tea Party leaders from across the state to form a legislative committee that will meet with the caucus throughout the session. The formal announcement of the caucus will come at the beginning of the session with a planned rally at the Capitol of caucus members and Tea Party members.

 

The caucus will be guided by a board of 11 members of both the Texas House of Representatives and Senate. Senator Brian Birdwell, Rep. Brandon Creighton, Rep. Ken Paxton, Rep. Todd Hunter, and Rep. Sid Miller, will join founder, Senator Dan Patrick, to comprise the current board. After this session, future board members will be voted upon by the full membership of the caucus.

 

"I stand with Senator Patrick and my conservative colleagues to affirm that our state and our nation were designed to be governed by the people," stated Rep. Christian. "Former U.S. Senator Daniel Webster (1782-1852) said, 'Make them (the people) intelligent, and they will be vigilant; give them the means of detecting the wrong, and they will apply the remedy.'  Through the alliance of our new Tea Party Caucus and the Texas Conservative Coalition we pledge to again make Texas, 'of the people, by the people and for the people'."

TX Supreme Court Validates Rep. Christian's Fight for Private Property Rights in Open Beach Case
Court protects landowners

 

Supreme CourtAustin, TX- Today, the Texas Supreme Court ruled that the state government cannot seize private property to create a public beach after a natural disaster moves the vegetation line.  This case is a major victory for private property advocates across the State.

 

State Rep. Wayne Christian (R-Center) supported related legislation last session, which allowed residents on the Bolivar Peninsula to rebuild their homes on the part of their property that was behind the new vegetation line after Hurricane Rita devastated the area.  Despite facing criticism for his stance, the Supreme Court validated his efforts with their decision today.

 

After the hurricane, Carol Severance, a homeowner in Galveston, filed suit against the General Land Office when she received a letter declaring that her property now belonged to the State, and won.  The Court's opinion reads, in part:

 

            While losing property to the public trust as it becomes part of the wet beach or submerged under the ocean is an ordinary hazard of ownership for coastal property owners, it is far less reasonable to hold that a public easement can suddenly encumber an entirely new portion of a landowner's property that was not previously subject to that right of use.

 

"This decision is consistent with my understanding of private property rights in Texas," said Rep. Christian.  "We have faced several similar battles in recent years, and from leading the fight against the Trans Texas Corridor to standing up against unnecessary uses of eminent domain, I have always fought to protect the rights of landowners.  I am pleased that the Supreme Court has agreed with my belief that our citizen's private property is worth protecting."

 

Rep. Christian continued, "Although maintaining open access to public beaches is important, the Court established that the Open Beaches Act does not give the government the right to take land as they see fit every time we have a natural disaster hit our coast.  In a time when the federal government is continually overreaching their powers, I am happy to know that we have a Supreme Court here in Texas that is dedicated to protecting our Constitutional rights."
